RATCH prepares for Hongsa Power Plant’s commissioning test Approaching 80% construction progress and dispatch target to Thailand in 2015

Nonthaburi: Ratchaburi Electricity Generating Holding PCL (RATCH) reported about development progress of the 1,878-megawatt Hongsa Thermal Power Plant, located in Hongsa district, Sayaboury province, Lao PDR and owned 40% equity by RATCH. The project construction is advanced 80% of the plan including the power plant and the coal mine, a fuel source of the project.  The project plans to start power plant’s equipment test in May 2014 onwards and generator synchronization test will commence in December. The power plant Unit 1 with 626 megawatt capacity is scheduled commercial operation in June 2015

Mr. Pongdith Potchana, Chief Executive Officer of RATCH said that substantial capacity of the Hongsa project will be principal generation that helps enhance Thailand’s power grid stability enabling to better respond to electricity demand of the country. The coal-fired 1,878 MW power project comprises of 3 units with 626-megawatt capacity each. It will distribute 1,473 megawatt electricity to Thailand and generate 100 megawatts for Loa PDR. The remaining generation capacity will supply for production process of the power plant and the coal mine.

The Hongsa Project can serve power demand of about 8 million users. According to the 25-year Power Purchase Agreement with Electricity Generating Authority of Thailand (EGAT), the generated electricity will be transmitted through 500 kV transmission line to the Nan 2 Sub-Power Station in Muang district, Nan province for securing the national power grid. The Unit 1 generator will dispatch commercially in June 2015. The Unit 2 and Unit 3 have been planned to start commercial operation in November 2015 and March 2016 respectively. It scheduled a power plant’s equipment test during May 2014 to May 2015 to assure international accepted standard quality and high efficiency of production and environmental management system,” Mr. Pongdith added.

At present, the project construction including power plant, transmission line, sub-station, equipment installation in the coal mine, stripping work, and water reservoir for production process, is completed 80% of the development plan.

The USD3.71 billion (equivalent to 120 billion baht) Hongsa project operates by Hongsa Power Company Limited, co-invested between RATCH (40%), Banpu Power Co., Ltd. (40%), Lao Holding State Enterprise (20%). The same three partners jointly established a company that has been granted a lignite mining concession to supply lignite fuel to the project.
