Ratchaburi Holding furthered "Xe-Pian Xe-Namnoy" Hydro Power Project

Mr. Noppol Milinthanggoon, RATCH’s Chief Executive Officer, said that the concession agreement signed on October 19, 2012 marked a critical milestone of our project development.  It means that PNPC has been officially granted by the Government of Lao PDR the right to develop, construct and operate the 410-Megawatt Xe-Pian    Xe-Namnoy Hydroelectric Power Plant. The agreement binding will be effective since 2018 until 2045. It is expected that the PPA will be concluded with EGAT by end of this year and the construction will last approximately 5 years.

"The Xe-Pian Xe-Namnoy project costs THB 32 billion. RATCH will fund the project by internal cash approximately THB 2.4 billion. The electricity generated from the project will be mainly distributed to EGAT through 500 kV transmission system at Ban Nabong, Ubon Ratchathani province, while the rest will be sold to Electricite Du Laos to respond to Lao PDR domestic power demand increase in accordance with its growing economy and social development. The project construction is expected in 2013 and electricity generation in 2018, respectively.    The Xe-Pian Xe-Namnoy project has been developed under the power development cooperation scheme between Thailand and Lao PDR, and its capacity has already accounted in the Power Development Plan 2010, concluded  Mr. Noppol. 

The 410-Megawatt Xe-Pian Xe-Namnoy Hydroelectric Power Project is located in Attapue province and Champasak province in Lao PDR. In developing the project, it has achieved key milestones including Tariff Memorandum of Understanding signing with EGAT in August 2010, the Shareholders Agreement and Share Purchase Agreement signing between RATCH, SK Engineering and Construction, Korea Western Power and Lao Holding State Enterprise in June 2011, and establishment of a joint venture company, Xe-Pian Xe-Namnoy Power Company Limited in March 2012.
