RATCH Group disclosed commercial operation of Xe-Pian Xe-Namnoy hydroelectric power plant

Nonthaburi – RATCH Group Public Company Limited announced that 410-MW Xe-Pian Xe-Namnoy hydroelectric power plant, located in Lao PDR, has already started commercial operation on December 6, 2019. The plant will sell total 1,804 GWh electricity annually to the Electricity Generation Authority of Thailand (EGAT) and Electricite Du Laos (EDL).

Mr. Kijja Sripatthangkura, RATCH CEO, said that the power plant is mandated 396-MW dispatch annually, of which 354 MW or equivalent to 1,575 million units will be purchased by EGAT for 27 years according to the Power Purchase Agreement. Meanwhile, EDL will buy 42-MW capacity or 229 million units. This project has been developed under Thailand-Lao PDR cooperation framework on power development, and Xe-Pian Xe-Namnoy Power Company Limited, a joint venture of investors from South Korea, Thailand and Lao PDR, has been granted as the project’s developer and operator.

“Since last year’s grievance, all relevant parties have fully dedicated the best efforts in solving and recovering economic, social and environmental impacts. For lessening hardship of some stakeholders, the power plant’s construction has been run nonstop under strictly safety control to completion. In the meantime, community, social and environment rehabilitation and remedy are ongoing implemented and make tangible progress. It targets accomplishment of long-term rehabilitation implementation in 2021 and then sustainable community and environment quality development will be executed continuously. RATCH strongly supports in Lao PDR’s policy on Battery of Asia and believes that Xe-Pian Xe-Namnoy Power Plant will be a part in creating long-term economic prosperity and better quality of living for people of Lao PDR and Thailand”, said Mr. Kijja.

Located in Champasak and Attapeau province, Lao PDR, the Xe-Pian Xe-Namnoy hydroelectric power plant is operated by Xe-Pian Xe-Namnoy Power Company Limited owned by SK Engineering & Construction Company Limited (holding 26% equity), Korea Western Power Company Limited (holding 25% equity), Lao Holding State Enterprise (holding 24% equity), and RATCH Group (holding 25% equity). The electricity of the power plant is transmitted to Thailand via a 500 kV grid line (in the initial operation period distributed via 230 kV line) from Pakse Power Station to Ubol Ratchathani 3 Station to stabilize power system in the northeastern region.
